Project details:

The project, which was approved in 2023 under CEF2 Transport, addresses key technological elements that have been identified as those in most urgent need of be deployed, to ensure the overall efficiency and environmental sustainability of Air Traffic Management in Europe. Coordinated by the SESAR Deployment Manager, the CLEAN ATM project push forward the Europe-wide adoption of key CP1 elements: Extended Airport Operations Plan, Free Route Airspace and System Wide Information Management. The CLEAN ATM project brings together 41 operational stakeholders (Airlines, Airports, ANSPs, military authorities, the Network Manager) from 22 EU Member States including Malta through MATS.

MATS will participate in three Work Packages:

1) Work Package 3: 2022_007_AF3 – South East Enhanced FRA implementation

WP3 EU share: €194,756.50

The project will allow MATS to enhance its respective Free Route airspaces by enlarging the scope outside its boundaries. For Malta, achieving Enhanced FRA will be the final milestone for the implementation of Free Route Airspace by meeting the legal obligations of the CP1 regulation. By month 36 of the project, MATS shall ensure that an Enhanced Free Route Airspace Operations is put into service and that Enhanced FRA is in operational use once the systems have been implemented, procedures are in place, safety assessment has been delivered and approved, and training completed.

2) Work Package 6: 2022_014_AF5 – Acceleration of Aeronautical Digital Information Availability (ACADIA)

WP6 EU share: €643,587

MATS will support ACADIA in Subtask T1 – Local Digitalization, Subtask T2A – Automated exchange via EAD B2B, Subtask T2B – Digitalization via EAD HMI, Subtask T3B – Local SWIM Service Provision, Subtask T4 – SWIM Service Consumption. MATS should provide aerodrome Mapping information service, provide aeronautical information features service and provide Digital NOTAM Service by month 36 of the project. MATS shall also have in Operational use an Aeronautical Information Features Exchange and Digital NOTAM.

3) Work Package 7: 2022_020_AF5 – ASM SWIM

WP7 EU share: €333,449.50

This WP addresses the implementation of the ATM Functionalities ‘AF5 – System Wide Information Management (SWIM)’ aiming to digitalise information exchanges across European ATM system enabling direct operational benefits by assuring the provision of commonly understood quality information delivered to the right place at the right time.

MATS will support ASM with Implementation of local airspace management system, Consume Airspace Structure services, Local ASM system uses NM Airspace Structure service, Provision of AUP and UUP to NM, Operational training / pre-tactical phase, ARES Local connection – technical capability, Local safety case preparation, Operational training / tactical phase, ARES local consumption – Used in operations and Provision of ARES to external consumers.
